Smart Grid Program Analyst

Summary
Fast paced utility company seeking candidates for extended term contract Smart Grid Program Analyst position.  The selected applicant will be a central part of CMEEC’s ConnSMART Program Office. This is a cross-functional coordination, communication, documentation and research role. It is ideally suited to candidates that prefer a broad variety of tasks, enjoy working as part of fast-moving team, and are interested in business/technology research and communication.
The ideal candidate will possess intellectual curiosity, organizational and people skills, and a strong desire to learn. Training will be provided in specific technical areas that may be initially unfamiliar to the successful candidate.

Essential Responsibilities

  • Act as the grant reporting compliance administrator for all Program reporting and documentation requirements for both federal and internal audiences
  • Act as an executive assistant for the Program, providing meeting and event coordination and ensuring good communication among the various Program participants and their sponsoring organizations
  • Act as the Program’s webmaster and coordinate with CMEEC’s intranet site administrator to ensure documents, events and information are published to appropriate locations in a timely manner
  • Operate as a central resource for understanding and awareness of smart grid industry trends, changes, announcements, problems and opportunities that may affect the Program.
  • Perform environmental scanning, synthesis and reporting of smart grid industry trends and events through the production of internal newsletters, presentations, and blog and website posts
  • Develop and publish articles, statements, and annual reports that provide information regarding the ConnSMART Program to external audiences
  • Pioneer the Program’s use of emerging communication technologies as tools to inform and engage stakeholders in Program related activities, updates, status and industry information
  • Attend Program-related meetings, events and conferences

Education and Minimum Experience
All candidates must meet the following minimum requirements in order to be considered for this opportunity. 

  • Bachelor's Degree in administration, communications, marketing, technical writing or other similar field from an accredited college or university; and
  • Minimum 1 year of relevant work and/or volunteer experience in the areas of communications, marketing, coordination, administration, technical support or other related field

Additional Experience
Additional experience in the following areas, beyond these minimum requirements, would be valued but is not required or necessary for the successful candidate:

  • Grant Administration: federal grant reporting, accounting and/or administration
  • Website Media: Use of internet and intranet publishing tools such as website content management systems (CMS), website design and publishing, Microsoft SharePoint administration
  • Social Media: Professional business use of social media, such as workplace video media, intranet blogs, etc.
  • Print Media: Development and publication of internal communications or external marketing print materials such as newsletters, flyers, brochures, and/or annual reports
  • Research: Industry research, analysis and publication of findings in a technical, public policy or consumer affairs subject area
  • Presentations: Microsoft PowerPoint presentation development for marketing, sales or internal communications audiences and/or delivery of formal persuasive or informative presentations to manager-level audiences
  • Project management: Formal use of project management tools (especially Microsoft Project) and processes to manage research and/or communications initiatives

ConnSMART (www.connsmart.net) is a Connecticut public power smart grid investment program jointly funded by a U.S. Department of Energy “Stimulus” Recovery Act Smart Grid Investment Grant, CMEEC (www.cmeec.org) and four CMEEC member municipal utilities. Over three years ConnSMART will develop and install 22,000 digital meters, three advanced metering infrastructure (AMI) systems, three meter data management (MDM) systems and a wholesale power business intelligence platform with related integrations to existing systems.  These assets will support the trial offering of new retail time of use rates, demand response programs, in home device installations, customer website portals and other new pilot-scale smart grid customer services.

Smart Grid Project Engineer

Summary
Fast paced utility company seeking candidates for extended term contract as a member of CMEEC’s ConnSMART Program Office under the direction of the Program Director.  The selected applicant will assume responsibility for coordinating the technical design and implementation of CMEEC’s demand response and meter data management projects; coordinate the technical development of a smart grid cyber security plan and the development of business case analysis in support of cost and benefit quantification relating to smart grid investments.  Other responsibilities include project plan development, earned value reporting and coordinating the quantification and reporting of project outcome benefits. Experience in smart grid technologies or distribution utility operations, while valued, is not required. The demonstrated ability to learn new technology and business areas and apply project management principals to new challenges is essential. 

Essential Duties and Responsibilities

  • Act as the technical lead on assigned smart grid projects
  • Establish technical design parameters in accordance with Program requirements
  • Develop technical project plans, including definition of technical scope, schedule, budget, personnel resources, risk management plans and specification of final project deliverables
  • Develop system architecture drawings and schematics
  • Evaluate vendor offerings and oversee procurement of technical systems and equipment
  • Manage the installation, testing, commissioning and post-commissioning punch list of project systems and equipment
  • Travel, as needed, to evaluate vendors and visit CMEEC member system personnel in support of assigned projects
  • Attend Program-related meetings and present project status updates to Program personnel
  • Develop reports for the DOE and other internal audiences in conformance with the SGIG Award Agreement and Definitization plan requirements

Education and Minimum Experience
All candidates must meet the following minimum requirements in order to be considered for this opportunity. 

  • Bachelor's of Science degree in Electrical, Mechanical, Computer, Systems or similar Engineering Degree from an accredited college or university; and
  • Minimum 3 years of relevant work experience with engineering design and small project management responsibilities.

Additional Experience
Additional experiences in the following areas, beyond these minimum requirements, are also sought but are not strictly required:

  • Engineering design: conceptual/feasibility level engineering design, systems engineering, specification development, technical procurement
  • Project management:  engineering project management, information technology project management, vendor management, use of tools and process to enable time and resource management and improve organizational alignment
  • Information technology:  systems integration, software configuration, requirements development and analysis
  • Change leadership: leadership through influence, responsibility without authority, relationship development, interpersonal communications, persuasive presentation delivery
  • Distribution operations: electric utility distribution operations including GIS, OMS, CIS, SCADA system operations, metering, billing, customer service and project development
  • Certifications; Project Management Professional (PMP) or similar certification not required but highly favored.  Professional Engineer (PE) licensure not required but highly favored.
